To create the topper base: Knead white fondant, roll out and with a circle cutter, cut out the disc.
To create the collar: using the pizza cutter, cut out strips of the white fondant, roughly 1/2" wide by 2 1/2" long. Fold the piece around so the top edges touch.
To create the tie: Use colored fondant (color and style of your choice!), cut out a triangle for the top of the tie. Each side of the triangle should be roughly 1/4". Cut out a rectangle of the colored fondant and with a knife cut slight angles on left/right and top/bottom to form the tie shape. For the pocket, cut a small square of white fondant, slightly more than 1/4" on each side.
Assemble: Brush a little bit of water on the bottom of all the pieces and assemble the topper!
